The conference Media and Politics was organised by SEEMO, International Academy, SECEPRO and International Institute-International Media Center in Bucharest in 2014 with over 150 participants. The event was open by Romanian Prime Minister Victor Ponta. The South East Europe Media Organisation (SEEMO) is a regional, nongovernmental, non-profit network of editors, media executives and leading journalists from newspapers, magazines, radio and TV stations, news agencies and new media. SEEMO defends press freedom and protects journalists. It promotes quality journalism through education and training. Taras Zozulinskyy, Chairman of the Board Bureau of journalistic investigations “Detectives”, was praised for his extensive journalistic work documenting war crimes during the Russian aggression in Ukraine, in cooperation with several media and human rights organisations. SEEMO leads missions to countries where press freedom is under threat, meeting with government officials, diplomats, journalists and non-governmental organisations, and providing legal representation and support in court cases. In 2009 SEEMO organised a press freedom Mission to Serbia, where the delegation met with Serbian Minister for Internal Affairs Ivica Dacic, as also more than 70 media representatives. In 2011 SEEMO organised a press freedom Mission to Croatia, where the group met with Croatian President Ivo Josipovic and more than 60 media representatives from Croatia, a press freedom missions to Montenegro (meeting with prime minister Igor Luksic and over 30 media representatives), Macedonia (meetings with president Gjorgje Ivanov and prime minister Nikola Gruevski and over 40 media representatives) and Kosovo (meetings with president of Kosovo Atifete Jahjaga and prime minister Hashim Thaçi and more than 50 media representatives). Missions in 2012: Serbia (in February 2012, meeting with Minister of Internal Affairs Ivica Dacic) and Bulgaria. In 2014 SEEMO was organising with IPI a press freedom mission to Slovenia and to Croatia, and in 2015 to Greece. SEEMO organised also three missions to Hungary, one mission to Slovakia and one mission to Bosnia and Herzegovina. Additional SEEMO participated in several international press freedom missions, like four international missions to Turkey, two missions to Macedonia and two missions to Hungary.

However, political, economic, business, criminal or religious pressure differs from country to country and within the same country the situation may vary from one region to another. C) Facts indicate that action is required: Depending on the type of pressfreedom violation, different actions can be taken. Freedom of expression includes any act of seeking, receiving and imparting information or ideas, regardless of the medium. In practice, the right to freedom of speech is not absolute in any country and the right is commonly subjected to limitations, as is the case of defamation, slander, assault, calumny, vilification, libel, obscenity and incitement to crime and violence. SEEMO advocates for decriminalisation of defamation and libel. The United Nations Commission on Human Rights ruled in 2012 that the criminalisation of libel violates freedom of expression. It is also inconsistent with Article 19 of the International Covenant on Civil and Political Rights (ICCPR), which states that everyone “shall have the right to hold opinions without interference” and “everyone shall have the right to freedom of expression; this right shall include freedom to seek, receive and impart information and ideas of all kinds, regardless of frontiers, either orally, in writing or in print, in the form of art, or through any other media of his choice”. SEEMO often reacts before there is a court ruling related to a particular offence. While there can be credible evidence that a particular person committed a particular press-freedom violation, SEEMO cannot issue a sentence before a court does it. Thus, the word “alleged” is often used when attributing press violation incidents to a person or an institution. That way SEEMO does not prejudge a case. For the same reason, SEEMO might not mention names of offenders, unless the police announce them, but also in that case not always. SEEMO uses quoted sentences only in certain cases, when the source asks to be quoted and there is no danger of misunderstanding. Written statement is easy to quote. But those obtained during a phone conversation or during a meeting can be more problematic, and are usually not published.

Between 2002 and 2004, SEEMO organised 14 dialogue meetings between editors-in-chief, media executives and leading journalists from South East Europe. SEEMO has over 1650 editors-in-chief, media executives and leading journalists from South East Europe as individual members, and over 100 media outlets and institutions as corporate members.
